The Indian River Lagoon earned nomination as an estuary of national significance in 1990, and the Indian River Lagoon National Estuary Program (IRLNEP) was established in 1991. Today the program, managed by the IRL Council, coordinates science-based planning and partnerships across the 156-mile lagoon and its watershed. Below is what the science actually says, sourced directly to IRLNEP publications.
The IRLNEP is one of 28 congressionally-designated National Estuary Programs in the country — administered by the EPA and led locally by the IRL Council. Its job is to coordinate the county, city, agency, and university partners working on the lagoon behind a shared science-based plan: the CCMP (Comprehensive Conservation and Management Plan), which sets science, monitoring, and funding priorities across the estuary. The lagoon's watershed spans seven counties; the IRL Council's local-government board represents five lagoon-bordering counties.
The CCMP is the lagoon-wide management framework. Brevard's SOIRL projects address several of the same priorities — wastewater, stormwater, legacy loads, habitat and monitoring — and contribute to the regional effort. SOIRL data and projects are one important local contribution to that regional work; they are not the entirety of it.
The IRLNEP tracks lagoon health across five "Vital Signs" — each with specific topics that map to real projects on the ground. SOIRL's project categories in Brevard fit inside this framework. Every category below has quantitative indicators the IRLNEP publishes annually.

The lagoon's problems over the last fifty years trace back to what has happened on land — inadequate stormwater, aging wastewater, and septic systems along the mainland — more than to anything happening in the water itself.
The proposal to “flush the system” with added freshwater does not work with how a 156-mile estuary actually functions. Ocean exchange happens through a small number of restricted inlets, and pushing more water in from the mainland does not equal restoration.
Septic systems and aging wastewater treatment plants are the fuel that drives the most intense and damaging algal blooms in the lagoon, with downstream effects on water, land, and air quality for people who live near it.
Building and sustaining public trust in the science of the lagoon is treated by IRLNEP as essential to the next decade of restoration work.
Whole-ecosystem restoration is described by IRLNEP as requiring science-driven decisions and a long-term financial commitment to restoration and stewardship — not a one-time investment.
Two figures come up often when people talk about the scale of the lagoon problem. They come from different analyses with different geographic scopes and different years, so it is worth handling them carefully.
The ~$5 billion restoration need comes from IRLNEP's 2021 financing strategy, which used a 2020 estimate for more than 1,000 proposed restoration and infrastructure projects over a 20-year horizon across the seven-county lagoon region. The $28.3 billion annual regional economic activity figure is from the Balmoral Group's 2025 Indian River Lagoon Economic Valuation, covering the same seven-county region. That valuation also estimates more than 128,000 jobs and $8.3 billion in wages tied to lagoon-connected activity each year. These figures measure different things (a multi-decade restoration cost vs. an annual regional economic snapshot) and should not be divided into a slogan about how many months of economic activity "pay for" restoration. Brevard's SOIRL program is one local component of that broader seven-county effort; the $28.3 billion valuation does not report a Brevard-specific share, and this page does not derive one.

"Encouraging but fragile." Recovery documented lagoon-wide, but well below historic baselines. Two calm hurricane seasons and reduced nitrogen loading are both credited. One bad summer of high nutrients can reverse gains.

Over 2,350 Brevard homeowners have received SOIRL grants to upgrade septic or connect to sewer. IRLNEP reported 270 projects underway across the region in 2025 alone — bringing the total since 2020 to over 1,400.
