Sixteen years of Indian River Lagoon seagrass mapping tell a hard story with a real ending. Historic loss, near-total collapse by the early 2020s, and a partial recovery over the past two years that is genuine and cautiously encouraging — but that still leaves us well below where the lagoon was in 2007.
The single clearest measurement of lagoon health. Aerial mapping data from the St. Johns River Water Management District (SJRWMD) and the South Florida Water Management District (SFWMD), harmonized across biennial mapping years.

Between 2009 and 2019, the lagoon lost roughly 58% of its seagrass. The lowest recorded coverage — 8,024 hectares (about 19,821 acres) — was documented in 2021. Since then, seagrass acreage has grown approximately 72% (9,924 → 17,042 hectares between 2023 and 2025). That is real recovery, but 2025 acreage remains approximately 48% below the 2007 historical high of 32,563 hectares.
Two calm hurricane seasons and sustained nutrient-reduction work by many partners occurred during the same window. Establishing exactly how much any single program contributed requires basin-by-basin analysis; the SJRWMD's own scientists have described the recovery as "still 42% behind the seagrass coverage that we had in 2009 and 2007."
Approximately 72% increase between the 2023 and 2025 SJRWMD aerial mappings, from 9,924 hectares to 17,042 hectares. Five of six regions showed gains. This is the single strongest indicator of improving water clarity because seagrass requires sunlight to reach the lagoon floor to grow.

Improved from "poor" to "okay" between the 2024 and 2025 MRC Report Cards — the first basin-level improvement in years. The improvement was driven by lower harmful-algae concentrations and seagrass gains. Water quality within the basin remained the poorest of any sub-basin.
NOAA formally closed the Atlantic Florida manatee Unusual Mortality Event on April 30, 2022. Since then, federal manatee mortality in Florida has returned to pre-UME baselines, and manatees have been observed grazing in northern-lagoon shallows that had been bare for years.

Brevard Zoo's Restore Our Shores program built more than 52,000 square feet of new oyster reef in 2025, roughly double the 2024 total. Roughly 100,000 gardener-grown oysters were released into reef sites during the year. UCF monitoring at one Turkey Creek reef site estimated more than 1 million spat before construction was even complete.
Restore Our Shores planted the first seagrass grown in its own nursery back into the lagoon in April 2025 — and it flowered. By August 2025 the Zoo estimated about 80,000 seagrass shoots growing across its two nurseries. Halodule wrightii, the primary shoal-grass species, produced flowers and seed at the site.

133 SOIRL-funded projects were complete as of May 14, 2026, with 98 more in active construction or permitting. Modeled nitrogen reductions from completed projects total approximately 183,108 lbs per year annually plus 144,192 lbs one-time; projects in progress will add another approximately 420,443 lbs per year and 348,648 lbs one-time when finished.
Every part of this recovery has an honest confounder attached to it. Multi-year data is not yet available. The lagoon is not out of the woods.
Coverage remains far below the historic reference. The 17,042 hectares of seagrass documented in 2025 is roughly 48% below the 2007 peak of 32,563 hectares and roughly 42% below the 2009 baseline. SJRWMD's own supervising scientist, Lorae Simpson, said publicly in May 2026 that the district is "still 42% behind the seagrass coverage that we had in 2009 and 2007."
Recovery is uneven across the lagoon. Mosquito Lagoon and North Indian River Lagoon showed seagrass increases greater than 50% between 2021 and 2023 mappings. Central IRL bucked the trend in the 2025 SJRWMD data with a 2% decline in seagrass coverage — even as its overall MRC grade improved. Water-quality sub-components in Central IRL remain poor.
Two calm hurricane seasons helped. The 2024 and 2025 storm seasons were relatively quiet in the direct-impact zone of the lagoon. A single major hurricane bringing heavy rainfall over the watershed can push a large pulse of nitrogen, phosphorus, and freshwater into the lagoon within days, undoing months of nutrient-reduction gains. Hurricane Ian in 2022 was a reminder of how quickly this can happen.
Legacy muck is still on the floor. Decades of accumulated organic sediment on the lagoon bottom continues to release stored nutrients back into the water column, even after new inputs have been reduced. Muck removal is one of the most expensive categories of SOIRL work, and the current backlog is measured in millions of cubic yards.
Infrastructure timelines are long. Septic-to-sewer conversion, wastewater plant upgrades, muck dredging, and stormwater retrofits each require one to two years just in permitting, and often another year of competitive bidding, before construction begins. Interruptions to funding can shelve permitting work already done; permits expire, contractor bids expire, and restart cycles can add three to five years to individual projects.
Attribution requires basin-by-basin analysis. Establishing exactly how much any single funding program contributed to the observed recovery is a scientifically demanding question that is not yet resolved in the peer-reviewed literature. The prudent framing is that many partners have contributed — state, federal, regional, local, nonprofit, academic, volunteer, and resident — and multi-year data is needed before any single program can be credited for the trend.
Ten years of SOIRL-funded work and parallel state, federal, and nonprofit effort have produced a body of practical knowledge about what actually moves the lagoon and what does not.
Septic-to-sewer conversion at the source. When the SOIRL program identified the highest-loading septic clusters within 200 feet of the lagoon or its canals and prioritized those first, modeled nitrogen reductions matched the projections. The Grand Canal muck-and-septic program is the most-cited example.
Muck dredging in high-load basins. The Grand Canal muck removal project removed more than 534,000 cubic yards of nutrient-rich legacy sediment; downstream water quality measurements improved within the design window.
Oyster reef restoration. Ten years of Restore Our Shores oyster reef construction — more than 52,000 square feet added in 2025 alone — has produced measurable filter-feeder biomass in reef sites, with UCF monitoring documenting active spat recruitment at new sites within months.
Coordinated funding across partners. The largest habitat restoration wins came when SOIRL work, IRLNEP CCMP priorities, water management district monitoring, and Zoo volunteer capacity all aligned on the same basin at the same time.
Early seagrass replanting at scale. The Zoo has been honest about this on the record: growing seagrass in captivity is hard, and planting it in a lagoon where the underlying water quality has not yet improved enough to sustain wild growth means the transplants can be eaten faster than they establish. Early Restore Our Shores plantings had low survivorship; the nursery model (grow in a controlled environment first) is what changed the trajectory.
The Florida Tech pump. A high-profile SOIRL-funded pump project intended to accelerate water exchange in a specific canal did not produce the modeled results in the timeframe originally projected. The county has since redirected effort toward more conventional muck-removal and shoreline projects in that area. Documented on the /straight-up/ page.
Underestimating permitting timelines. Early SOIRL Project Plan updates optimistically assumed 12-to-18-month permit-to-construction cycles for many projects. Actual permitting for state DEP, water management district, and USACE approvals often took two years or more. The 2026 Plan Update revised those assumptions.
Water quality has to come first. Habitat restoration succeeds where water quality is improving, and stalls where it is not. The lagoon is a coupled system: seagrass, oysters, mangroves, water clarity, nutrient loading, and freshwater inflow all reinforce each other. No single project moves the system alone; the trend turns when several categories of work are all active at once, in the same basin, for a sustained period.
A partial recovery is different from a durable recovery. The following are the milestones that would need to hold, over at least a decade, for the lagoon to be described as recovered rather than recovering.
Seagrass acreage above 20,000 hectares, sustained for three or more consecutive mapping cycles. This is roughly 62% of the 2007 baseline and would require continued improvement from the 2025 figure of 17,042 hectares. The 2007 baseline itself is unlikely to be recovered in the current climate regime.
MRC overall grades of "okay" or better in all five sub-basins. As of 2025, three of five basins hold at okay or better. North IRL and South IRL sub-basin scores would need to improve.
Water-quality sub-components meeting state DEP total-maximum-daily-load targets across the lagoon system. This is the underlying condition that everything else depends on. As of 2026, Basin Management Action Plans (BMAPs) are in place for the lagoon; measured performance against those plans varies by basin.
Continued SOIRL project throughput, or an equivalent replacement funding stream, into the 2030s. The bulk of the currently-permitted infrastructure work is scheduled through 2029. Sustained nitrogen and phosphorus reduction beyond then requires either continued SOIRL funding, new state or federal funding, or a combination.
Institutional infrastructure that outlasts any single funding cycle. Bowen Aquarium's opening in 2028–2029, continued IRLNEP CCMP implementation, ongoing water management district monitoring, and Brevard County's stormwater and wastewater capital plans are all longer-lived than any single ballot measure. The comeback is durable when it is running on that broader institutional stack, not on one funding source.

Brevard Zoo's East Coast Zoological Foundation will break ground December 2, 2026 on Bowen Aquarium, a $140 million, 14-acre conservation aquarium on the Banana River near Port Canaveral. The site is designed as a working lagoon-restoration facility open to the public. Visitors will watch live seagrass restoration on-site (Halodule and Ruppia already grow at the site), a three-story Coastal Conservation Hub will house classrooms and research labs, an expanded sea turtle care complex will extend the Zoo's existing rehab work, and manatee rehabilitation capacity will grow beyond the Melbourne center.
Construction is expected to take 24 to 30 months, with an opening window of 2028 to 2029. The Zoo is already running an aquaculture education program with Cocoa Beach Junior/Senior High School students, teaching them to grow seagrass and manage life-support systems — with the plan that those students do internships at the aquarium when it opens. The project received a $1.75 million federal grant in February 2026 specifically for sea turtle research and rehabilitation.
Bowen Aquarium is not funded by the SOIRL half-cent tax. It is primarily private philanthropy, with public partners at the Canaveral Port Authority (site lease), the federal government (sea-turtle grant), and Brevard County (land development agreement). It represents one of the largest single investments ever made in permanent lagoon education and applied-restoration infrastructure.
The Marine Resources Council's independent report evaluates each of the five lagoon sub-basins on a 0-to-3 scale (very poor, poor, okay, good) combining harmful algae, water quality, and seagrass coverage. Four basins held steady between 2024 and 2025 — Mosquito Lagoon at "good," and North IRL, Banana River, and South IRL at "okay." Central IRL improved from "poor" to "okay." No basin declined.

Central IRL's overall grade improved because its harmful-algae and seagrass indicators improved. Its water-quality sub-component remained the worst of any basin. Establishing whether the improvement will hold requires multi-year data.
